เริ่มต้นเมื่อวันที่ 15 พฤศจิกายน 2560 เป็นการบูรณาการ ความร่วมมือระหว่างหน่วยงานภาครัฐทั้งจากส่วนกลาง ส่วนภูมิภาค ท้องที่ ท้องถิ่น จำนวน 263 คน และชาวบ้าน 208 คน รวมผู้เข้าร่วมประชุมทั้งสิ้น 471 คน
